What was the OneCoin Scheme?
Established in 2014 by Ruja Ignatova (commonly known as “Cryptoqueen”) and Carl Sebastian GreenwoodOneCoin was marketed as a digital currency that would eventually kill Bitcoin. Headquartered in Sofia, Bulgaria, the company works through an MLM system where users are paid commissions to sign up for new money in a training package that is purportedly classified as “mining” rights to OneCoin.
Indeed, OneCoin did not have a verifiable blockchain, no legal value, and its value was internally manipulated. While Greenwood was sentenced to 20 years in prison in 2023, Ignatova remains innocent and is currently at large. FBI’s Top Ten Most Wanted list.
The DOJ’s Procedure for Forfeiture and Exemption
The current effort is the result of years of litigation in the Southern District of New York. The Department of Justice uses asset forfeiture to “seize the proceeds of crime,” confiscating high-value assets, bank accounts, and locations where stolen funds are found.
United States Attorney Jay Clayton said: “Today’s announcements are an important step toward restitution for those who have been injured. “While there is no recovery that can completely undo the damage, our Office will continue to work to recover cases.”
The $40 million currently available represents only a fraction of the $4 billion lost, but it is an important issue for victims who have waited years for compensation.

Search for “Cryptoqueen”
Although the payment system provides some closure, the search remains active. The FBI and IRS-CI are still investigating Ruja Ignatova. Authorities believe she may have had plastic surgery or other procedures to alter her appearance to avoid being caught.
The DOJ’s effort to return $12.5 billion to victims of crime since 2000 shows the growth of the Wealth Forfeiture Program, and the OneCoin case stands as one of the most difficult exchanges and fraud investigations.
