The DAO election has opened a regulatory vote on whether to release 30,766 ETH to DeFi United, following the Kelp DAO attack and sudden freeze by the Arbitrum Security Council.
Frozen ETH now needs to be approved by the administration
The vote it started with a strong initial treatment. In the first hour, 16.9 million ARB tokens were cast in favor of the proposal, while no votes were recorded against it. Voting will remain open until May 7.
The money was snow on April 20 after a Kelp DAO attacker moved approximately $71.1 million worth of ETH to Arbitrum One’s address. The Security Council moved the cargo to an address ending in DA0, effectively locking it up until the authorities decide to release it.
At the time, the organization said it had taken action based on what the authorities saw as who was exploiting them. It added that the action was taken to protect the security and integrity of the Arbitrum community without affecting users or software.
Emergency powers meet the oversight of the DAO
This case puts the system of Arbitrum jurisdiction under practical test. Security organizations need to act quickly when protocols are exposed to urgent threats. DAOs, in contrast, are designed to make important decisions through public voting. Here, both methods are used sequentially.
This is important for DeFi. Freezing money after expropriation can protect victims or preserve evidence, but also raises difficult questions about distribution, jurisdiction and precedent. Who can intervene, under what circumstances, and how quickly should those with symptoms be asked to agree to the next step?
For Arbitrum, this request is not just a transfer request. It is a living example of its size Layer 2 ecosystems they can deal with stolen property when law enforcers, emergency managers and public votes all meet at the same event.
