“We are very pleased to have received our MICA license without compromising our privacy and confidentiality policy,” said Pouliot. “All aspects of our website and wallet will be exactly the same as they have been for the first half of 2026, with no additional burdens or restrictions imposed on our users. We have proven that it is possible to meet the most stringent requirements of compliance without being too busy.”
The company also said it passed the required PASSI and DORA cybersecurity checks without releasing its Bitcoin base to third-party providers. “That was a great victory,” Pouliot wrote, noting that outsourcing would have been easier and cheaper but would have disrupted governance. The entire project was funded internally, with no investors or lenders solicited.
Bull Bitcoin, founded in 2013 in Montreal by Pouliot, works as a Bitcoin-only exchange, no deposit. Users provide their wallet address before making a purchase, Bitcoin is sent directly to the customer instead of being stored by the company. This example has defined the cypherpunk of the firm from the beginning, along with services such as Bitcoin payments for rent, utilities, and land, including support for the Lightning Network, Liquid, and Payjoin private tools.
The license provides long-term management opportunities in Europe following the company’s expansion of its France-based team and eurozone operations. Pouliot has previously noted the company’s handling of Canadian management and its willingness to meet demands while pushing back to avoid being caught. The new license is compatible with this situation: the main functions and the user experience will not change.
In October 2025, Bull Bitcoin launched BULL Walleta universal, open source, privacy-first mobile app for iOS and Android with deep integration for customization. Features include Payjoin support, Lightning and Liquid compatibility, and no data collection or push notifications. The combination of the wallet and the exchange has not changed under the new license.

The development comes amid a tightening of EU crypto regulations under MiCA, where many service providers have faced difficulties exiting or switching operations. Bull Bitcoin’s results show that deep compliance is possible when direct storage of the user, in-house infrastructure management, and private devices, although exactly how they resolved the conflict between the privacy expectations of users and MiCA’s compliance was not explained in the announcement.
