What the Senate Letter Really Covers, and What It Can’t Enforce

The deal at the center of the investigation was closed four days before Trump’s inauguration. Lieutenants of Sheikh Tahnoon bin Zayed Al Nahyan, National Security Advisor of the UAE, bought 49% of World Liberty Financial for $500 million, with $218 million paid in advance to organizations associated with the Trump family and Steve Witkoff, Trump’s top diplomat in the Middle East.

Two executives from G42 – the Abu Dhabi AI company headed by Sheikh Tahnoon, joined the five members of World Liberty Financial, giving the Emirati side the power to vote on key decisions.

The senators’ letter mentions three decisions that benefited the UAE: a $1.4 billion arms sale that was approved in May 2025 despite Congress’s opposition to arms reaching Sudan’s armed forces; The Treasury created the ‘Known Investor Pilot’ program to speed up approvals of UAE investments through CFIUS; and the Commerce Department is lifting restrictions on chip shipments during the Biden era, allowing the G42 to receive 35,000 Nvidia Blackwell chips worth a billion dollars.

US law enforcement officials had previously denounced the G42 for providing US technology that underpins Chinese weapons technology, making the chip license the most politically combustible item on the list.

This is not the first ride. A February 13 letter from Warren and Senator Andy Kim had previously asked Treasury Secretary Scott Bessent to determine whether an official CFIUS review of the UAE’s stock was necessary, with a March 5 deadline for responses. The deadline passed without a public response. The June 23 letter represents a change in the request for review to the extent of public sworn testimony, aggravating it, although it was not an admission.

World Liberty Financial spokesman David Wachsman said neither Trump nor Witkoff had any financial involvement and that neither has been involved with World Liberty Financial since taking office. Democrats say the creation doesn’t end the ongoing dispute, especially since the Trump-aligned organization retains a claim to 75% of the token’s revenue, about $400 million raised so far.
